Expanded Role for SkillsDMC The new Federal Government in its VET policy – Skilling Australia for the future – has determined that the Industry Skills Councils play an important and critical role in satisfying the immediate and future skills development needs of industry. In an environment of near full employment, a global resources boom, infrastructure investment and skill shortages across a range of industries in Australia, the Federal Government’s decision to expand the role of SkillsDMC is well founded. A better resourced and strengthened SkillsDMC will liaise with industry enterprises to identify the level of demand for training among employers and ensure a demand driven system that focuses on satisfiying the training needs of enterprises and individuals over the next three years.
SkillsDMC’s role under the new federal government policy is to:
- provide integrated industry intelligence and advice to Skills Australia, government and enterprises on workforce development, including identifying skills needs
- actively support the development, implementation and continuous improvement of high quality training packages and other workforce development products and services
- offer independent advice about the skills a business may require, now and into the future, match identified training needs with appropriate training solutions and work with employers, employment service providers, training providers and government to allocate training places.
SkillsDMC will continue to liaise with employer and employee representatives to match up their training needs with the offerings of prospective training providers, including TAFEs and Registered Training Organisations.
- Under these new arrangements, SkillsDMC will be responsible for:
- Diagnosing the training needs of employers
- Identifying suitable training providers
- Developing industry Training Packages (including training resources)
- Work with Employment Service Providers to increase labour force availability.

SkillsDMC South Australia Branch SkillsDMC has now established a South Australian office in Adelaide which will be focussing on building networks of industry and VET stakeholders. NSW MISA: The Mining Industry Skills Association Since the second half of 2007 MISA succeeded in establishing stakeholders networks in the Hunter, Illawarra and Orange regions with additional networks scheduled for key areas in NSW in 2008. The intent of establishing networks in NSW is to harvest industry intelligence and develop strategies that targets and focuses on meeting industry needs and providing up-to-date information.

Change of Name from DEST to Department of Education, Employment and Workplace Relations (DEEWR) The election of a new Federal Labor Government, with the Hon Kevin Rudd MP as Prime Minister, saw the creation of a new Department – the Department of Education, Employment and Workplace Relations (DEEWR) which amalgamated the former Department of Employment and Workplace Relations and Department of Education, Science and Training.

Continuous Improvement of Training Packages All of the SkillsDMC Training Packages have been updated to reflect the current VET improvements driven by DEEWR (formerly DEST), including key initiatives into continuous improvement model.
The following SkillsDMC Training Packages have gone through continuous improvement changes and the current version numbers and endorsement dates are:
- BCC03 Civil Construction Training Package – V3 endorsed on 7/9/07
- DRT03 Drilling Industry Training Package – V2 endorsed on 25/5/07
- MNM05 Metalliferous Mining Training Package – V1.1 endorsed on 6/6/07
- MNC04 Coal Training Package – V2 endorsed on 16/1/08

Implementation – Training Needs Analysis Tool
Skills Maximiser™ The Skills Maximiser™ is an innovative tool designed and developed by SkillsDMC to assist enterprises and RTOs in the drilling, mining, quarrying, and civil infrastructure sectors with the implementation of the SkillsDMC systems approach to training. This flexible computer based program allows an organisation to:
- develop site competency profiles
- customise units with site information and performance standards
- do a thorough training needs analysis and record skill gaps
- develop practical assessment tools and map them to each unit.

Certificate I Resource and Infrastructure Operations An evaluation of Certificate I VET in Schools program has been completed and we are now seeing exceptional results from the pilot programs conducted in NSW, QLD and Tasmania. Employers and students considered the pilot a great success with many of the participants entering as full time employees or acquiring Apprenticeships within our industry sectors. Certificate I Resource and Infrastructure Operations: An Online Resource and E-Learning Due to the success of the programme, SkillsDMC has developed an Online Presentation for the Certificate I Resources and Infrastructure Operations to increase availability and access through in-house systems for either a single site or a global organisation. Self-paced and user-friendly, the Certificate I online training programme consists of five units of competency and provides options for flexible delivery and blending of training and assessment. The Learning Management System allows participants to monitor their own progress, for trainers to assess progress and provide feedback to their learner.
The five units of competency available in the program are four core units and one elective unit. These are listed below:
- RIIG001A Work safely and follow OH&S policies and procedures
- RIIG002A Communicate in the workplace
- RIIG003A Contribute to quality work outcomes
- BSBCMN215A Participate in environmental work practices
- RIIG004A Conduct local risk control (Elective)

Rationalisation Project Update The rationalisation of SkillDMC Training Packages continues on schedule. At present stakeholders for all five training packages are reviewing the second draft rationalised units of competency and proposed qualifications structure. All relevant documents are on the SkillsDMC website for stakeholders to consider and comment. Comments on the new and/or existing units should be made on the Issues Registers.
Phase 3 joint sector consultation workshops will commence in April 2008 in NSW, QLD, VIC, NT, Tasmania, SA and WA.

Shotfiring Training Materials Project SkillsDMC has been funded by the NSW Department of Education and Training (NSW DET) to develop a set of support training materials aligned to the nationally endorsed units of competency. One of the additional outcomes to meet the Council of Australian Governments (COAG) initiative to harmonise units of competency with licensing arrangements with the intention of having a national standard of licenses. The resources will assist in the delivery of nationally consistent, quality training and assessment programmes.
SkillsDMC has received a principle letter of support from the Chair of the Australian Forum of Explosives Regulators for this project.
These training resources are currently being trialled by mining companies, the results of which will be incorporated into the final product.
Resource Materials for the Metalliferous Mining Sector SkillsDMC secured Federal Government funding to develop training and assessment support materials for competencies in the Metalliferous Mining Training Package (MNM05). The purpose of these support materials is to assist mining companies in the implementation of the Training Package, and to help companies to deliver high quality, relevant competency based training and assessment to their employees. The availability of the materials should also help to reduce company training workload and costs.
